EMPLOYMENT OPPORTUNITY
Position: Chief Administrator Officer/Clerk
Reports to: Council
Location: Township of Prince
Summary of Function:
Specific Job duties are demonstrated and evidenced by:
The Chief Administrative Officer/Clerk (CAO/Clerk) is the most Senior Management position for the Township, with the statutory duties of the Municipal Clerk and Treasurer, under the Municipal Act and other Acts of the Legislature. The CAO/Clerk is accountable for the management of the Municipality in accordance with the policies, direction, and decisions of Council. The CAO/Clerk oversees and manages the day-to-day operations of the Township, ensuring quality in the delivery of programs and services to residents. Council directs the CAO/Clerk who functions as the chief policy advisor to Council, providing effective advice and support to Council and the committees and/or Boards of the Township of Prince, ensuring the development and implementation of the objectives, policies, programs, initiatives, and recommendations, established, and approved by Council. The CAO/Clerk is the key link between Council and staff, leading the creation of a positive and highly engaged work environment for staff with responsibility for oversight and performance management of staff.

Qualifications and Basic Requirements to qualify for an interview include:
An individual who is a highly self-motivated, with exceptional communication and relationship management skills, who functions well independently and as a member of a team, with the capability of managing a varied, complex, and demanding workload and prioritizing responsibilities in a fast-paced environment.

TERMS OF EMPLOYMENT
This is a definite term, three-year full-time contract position, subject to renewal, in accordance with the terms of the employment agreement.

Education
- Accredited Ontario Municipal Clerk (AOMC) Designation is preferred and willingness to achieve.
- Member of AMCTO in good standing.
- Formal education and training in Municipal accounting and Finance is preferred with degree in municipal/public administration, business or a related discipline preferred.
- Minimum of two years' experience in position as Clerk or Deputy Clerk is preferred.
- Relevant experience in positions of leadership, in local government entities, including experience in overseeing an election, business management, planning preparation and management and financial applications, budgets, overseeing tax collections and Human Resources Management, are assets.
- Knowledge of legislation and policies which affect municipal government operations.
- Knowledge of municipal operations including public works, waste management, recreation, land use planning, economic development, and emergency service.
- Knowledge of statutory duties and authority as outlined in provincial legislation.
- Knowledge of the community as well as Provincial legislation and policy that effect local government and government financial legislation
- Knowledge of trends, best practices, and developments in the municipal field.
- Computer and social media literate with excellent skills in Microsoft Office Software, Word, Excel, and relevant accounting programs.
- A leadership style that results in the development and sustainability of a cohesive organization with high standards of performance.
- Sound knowledge of Senior Management responsibilities, office management, public meetings, and public accountability.
- Leadership skills including analytical skills, critical thinking, adaptability, ability to prioritize, problem-solve, exercise sound judgment, decision-making and evaluative skills.
- Ability to respond to multiple, evolving tasks simultaneously as required and by being available 24/7 as necessary.
- Ability to analyze and resolve municipal policy and financial issues and provide Council with thorough and sound advice.
- High degree of initiative and judgement when dealing with the affairs/operations of the municipality and when acting as the main policy advisor to Council.
- Strategic thinking skills with the ability to develop, manage and implement plans, policies, reports, and studies.
- Familiarity with municipal accounting and budgeting to advise Council and oversee the development and administration of the budget.
- Advanced ability in reading comprehension, public speaking, interpretation of information with proven ability showing diligence and accuracy.
- Ability to write and understand complex reports and correspondence, including financial and operating reports, instructions, relevant legislation and regulations, Acts, and legal documents.
- Sound knowledge of generally accepted financial policy and management practices.
- Strong negotiation skills when collaborating with consultants, contractors, and legal services for the discussions of a wide range of municipal matters.
- Excellent people skills utilized in interactions with Council members, staff, members of the public, private and public sector officials.
- Ability to lead, work with and support a team effectively.
- In terms of service delivery, an ability to identify, understand, and meet the requirements of the internal and external clients including project/time management, A desire to continuously improve by furthering skills and increasing knowledge.
- Ability to travel around and outside of Municipality if required.
